For Minister of State Zéphirin Diabré, one of the objectives was to bring into agreement the representatives of victims of the uprising and the failed coup d'état, and the wounded. It was in scattered ranks that these various associations were received by the minister. For a soothing of hearts, one must go through the "truth" step according to Dramane Ouedraogo, president of the Association of the Wounded from the Popular Uprising (Abip) of October 2014:
"Those who gave the order to mistreat us, to beat us with batons and to shoot us with bullets must accept to recognize that they were wrong and that they apologize publicly. But if we remove justice and only talk about reconciliation, then there is a problem."
Since 2015, civil society organizations have advocated for national reconciliation. While awaiting the format that will be proposed, these organizations wish for the return and participation of exiles, such as former president Blaise Compaoré, in the process. Pascal Zaïda, coordinator of the Framework for Democratic Expression (CED), speaks:
"The question of the return of all exiles was indeed raised. I am thinking of a format that would be defined to see under what conditions former heads of state could possibly return and even be main actors for what comes next. It is a format that will bring everyone together. Naturally, we are ready for that."
These association leaders believe that no Burkinabé citizen should remain outside the country on the basis of his political opinions or otherwise.
