The Malian army has been conducting large-scale counterterrorism operations since December against jihadists from JNIM and EIGS. Malian soldiers are paying a heavy price for it, as evidenced by the recent attack on the Mondoro camp. But numerous testimonies also report abuses, acts of torture and summary executions of civilians committed by Malian forces. Fousseynou Ouattara is the vice-president of the Defense commission of the National Transitional Council (CNT), the legislative body of Mali's transition. He is also president of the Collective for the Refoundation of Mali (Corema), which brings together associations and parties supporting the transitional authorities.
