Six years after the trial of the Ndjamena criminal court on March 25, 2021, victims of the Hissène Habré regime are still demanding the implementation of sentences handed down: forced labor for about twenty former DDS agents and payment of 75 billion CFA francs in compensation. A few weeks before the presidential election, victims want to be heard by candidates and hope to bring about change.

The whistles of victims of the Hissène Habré regime echo through passersby in the Chagoua district of Ndjamena. They are demanding the implementation of sentences handed down, in particular the payment of their compensation.
For six years, not a single franc has been paid to them. It is too much for Rachel Mouaba, whose father was tortured and killed before her eyes: "If only there was a little respect for us or for our deceased parents. The Chadian state could have done something by now. Nothing has been done."
Next to her, Ginette Nguarbaï. At 60 years old, she still bears the marks of her two years in detention: "My daughter, I gave birth to her on the ground. Until today, I suffer. I live only on medication."
The presidential election will take place on April 11 and the victims are therefore taking advantage of this moment to try to make themselves heard, as explained by Ousmane Abakar Taher, vice-president of the Association of Victims of Crimes of the Hissène Habré Regime: "The parties that are campaigning, we haven't even seen them. We came out to whistle, but nobody came toward us. We are bitter about this. We are forgotten, truly we are forgotten!"
The authorities, for their part, say that the economic crisis in Chad and the Covid-19 pandemic have severely slowed down the African Union mechanism to compensate the victims.
