Somalia broke off diplomatic ties with Kenya last month. The experts' report will not help matters, as the observers ruled in Nairobi's favor on virtually all points.
There is no evidence that Kenyan soldiers are abandoning their bases to al-Shabab terrorists. No, Kenya has not recognized the power of the Somali region of Jubbaland, which is in conflict with Mogadishu. Nairobi simply needs to collaborate with it to better fight the Islamists. Somalis immediately judged the report as "biased, partisan and unfair". They accuse the observers, who are Djiboutian, of taking into account only one point of view. "These conclusions damage our relations with Djibouti. The experts must withdraw the report and apologize", demanded Somalia's Information Minister. Osman Dubbe even warned that his country could leave Igad.
Djibouti responded that it was the Somalis who had requested an inquiry, that it was Igad that chose them to conduct it. And that the mission was carried out with "professionalism and impartiality".
Kenya, for its part, reiterated that it had no interest in destabilizing Somalia, given the important ties between the two neighbors.
Igad will nevertheless need to find another solution to end the conflict.
