Tuesday December 15 was placed under high security, on the occasion of Alpha Condé's oath, re-elected for a third term as president of the Republic of Guinea on October 18. 3,000 officers were mobilized in downtown and the outskirts of Conakry, the capital, the place where the head of state spoke.
Mohamed Lamine Bangoura, the president of the Constitutional Court, invited Guinean opponents to work for peace: "Guineans, in their vast majority, wish that the political and civil society leaders seize the outstretched hand, but above all, that they understand that it is with them too that Guinea, our Guinea, their Guinea will be built slowly but surely. This is the full meaning of our call for political and social dialogue."

For his new term, Alpha Condé set himself the objective of strengthening social unity and social cohesion. "My commitment is to continue to work for everyone with the objective of securing national unity and social cohesion. I am the president of all Guineans, in service of all Guineans. In the realization of our common ideal, no one will be forgotten. No part of the country will be excluded. Every Guinean will have their place."
During his inauguration speech, Alpha Condé invited those who contest him to "forget the past that divides in favor of a future of unity and hope". But Cellou Dalein Diallo, main opponent and unsuccessful presidential candidate for the third consecutive time, is not ready to seize this outstretched hand. He sees this call as "a hoax", as he confided to Jeanne Richard: "You have to see the actions he imposed in recent weeks. Not only did he sequester me for about ten days. Until now, my offices and my party headquarters are occupied by the army, without any court decision because that was his wish. When people say he is extending his hand, I cannot believe it."
