The herder had drowned in a dike after Salaye Déby fired to chase him and his herd away. Today, the coalition of NGOs demands his arrest and is preparing to file a complaint against him.
" We, a coalition of civil society organizations, demand the immediate apprehension of Salaye Déby. Because for us, it is not a question of Mr. Déby being able to continue to be free. If it were another citizen, he would already be behind bars, says Mahamat Nour Ibedou, secretary general of the Chadian Convention for the Defense of Human Rights, one of the organizations that is part of this coalition. He was not arrested, simply because this Mr. Salaye Déby is the younger brother of the head of state. For us, the law is the same for everyone and it must apply to everyone. We are now preparing to file a complaint for homicide against Mr. Salaye Déby. And then we will see if he will be apprehended or not. Because according to the Minister of Justice, judicial proceedings have been opened, when there are no judicial proceedings. There has been no public action triggered as such. So if it does not get triggered, we will trigger it ourselves. "
And if Salaye Déby were not arrested, the coalition is considering taking citizen action to achieve its goal.
